1.1 System overview


The information network system mainly controls to transmit the meteorological data received from each observation station to application meteorological data department, and manages uniform data storage, including ground WAN, LAN, wireless communication system, emergency communication system and matched information service system software. Combining with software and hardware, the system realizes high-efficient transmission, processing, storage management and application service for various meteorological observation data from equipment to operation system.


Overall structure of information network system:


1.2 Ground WAN


All equipment provided in each observation station transmit, collect and manage uniformly via network after collecting meteorological data, providing meteorological data for different business departments. In order to guarantee the transmission efficiency of multiple stations and observation data and its safety and reliability, the ground WAN system shall be constructed considering meteorological data transmission among different observation stations and data centers under different levels.


The meteorological data transmission WAN system consists of two parts, star network based on SDH technology and mesh network system based on MPLS VPN technology respectively. SDH system controls main meteorological data and video transmission task, while MPLS VPN system supports data communication and interactive application tasks; with the increasing of MPLS VPN broadband and reliability, main data communication tasks (including national, provincial and regional communication) will be processed by MPLS VPN system.


According to transmission needs for meteorological data under different levels, SDH based star network system can apply multiple-level network structure, e.g. I-level star structure of national node as central node and II-level structure of regional city as central node. Apply different data broadband according to data transmission quantity under various levels, for instance, 2-5Mbps data broadband is applied under city to provincial level, while 6-10Mbps broadband transmission is applied under provincial to national level. The collection and transmission businesses of various meteorological observation data within the whole province are supported by WAN, it is also a method of meteorological information sharing to cities and counties (stations).


MPLS VPN mesh network system applies multi-protocol label switching VPN technology with the communication capacity from any points to one point. The national meteorological broadband network system topological structure will form mesh structure. The broadband access of general provincial center can reach to 10Mbps above, 20Mbps in regional center and 500Mbps above of national level.


1.3 LAN system


Between the business department and business system with same level requiring meteorological data, the meteorological data and related information exchange and transmit mainly through LAN system, and the construction and operation of communication hub and backbone network are key to service systems construction and resources sharing.


The meteorological data exchanging LAN system applies layering Gigabit Ethernet structure, connects various business units and business systems. In order to make sure information transmission among different application servers, one or more local LAN system can be constructed to interconnect servers, exchange data and form interior LAN of meteorological information business system. Apply the advanced network features of Gigabit Ethernet switching technology, and link load technology to avoid data exchange block within the system.


1.4 Emergency communication system


The emergency communication can be realized through mobile emergency vehicle which can establish interconnection and interworking of multi-pass comprehensive businesses such as two-way audio, data and visual communication with fixed center at any time and within dedicated range to provide emergency communication support, and can realize exchange of application business data. The two-way communication of video, audio, data and picture information between fixed stations and mobile emergency vehicle through satellite communication can be realized, which provides real-time meteorological information for all emergency incidents. 


The mobile emergency communication vehicle has installed “SOTM” satellite communication system, 3G wireless communication system, ultra-short wave radio set, car inverter as well as living security facilities for field operation, and is provided with data collection and real-time transmission capacity and much more strong communication and rapid networking, rapid field operation capacity (with capacity of stable driving on complex pavement).


The mobile emergency vehicle can realize satellite communication with the data center under same level and also under cross-level, and form star, mesh mixed satellite communication network via communication with main satellite station.


1.5 Information service system


The information business system combines with network and communication system to realize meteorological observation, transmission exchange of observation data under different levels and meteorological data processing, storage management, application service, monitoring management under same level, to construct information support service system, and to realize considerably integration with forecasting system, meteorological service system of PR.


1.5.1 Construction contents


The information business system requires data collection and distribution, data processing, data storage management, data sharing and business monitoring to realize real-time collection, observation and exploring data distribution and standard storage management and high-efficient acquiring, and via multiple methods, provides meteorological data sharing for water conservancy, civil aviation, agriculture, forestry and ocean industry. The construction contents of information business system include: 


Data collection and distribution subsystem

Realize standard access of meteorological observation system and information business system, and high-efficient real-time collection and distribution for massive meteorological observation data of surface, upper air, satellite and radar and products. Main functions include data collection, data collection distribution processing, data processing, data adding, data management, etc. 


Data processing subsystem

Establish high-efficient and stable meteorological data processing system to process received real-time, high-efficient and reliable data, and to realize data analysis, quality control, statistics processing of surface, upper air and radar data required before storage, and monitor the processing procedures. 


Data storage management subsystem
Establish standard meteorological data storage management system, realize standard and regulated storage management for various meteorological information from collected meteorological data and processing, and provide high-efficient and standard data retrieval port to satisfy sharing needs, and realize flexible and high-efficient data storage management strategy. Main functions include storage structure management, data storage, data processing storage, data clear, data safety control, backup and recovery, data migration and return, data profiling and return, data port access, etc.. 


Data sharing subsystem 
Establish networking meteorological data application sharing system, according to data application requirements from different users and industries, plan and construct related data application sharing system to provide quick and accurate access services for data contents. Main functions include data navigation and position, data retrieval statistics, data scan, data download, data customization, data comprehensive display service, etc. 


Service monitoring management subsystem
Establish integrated service monitoring management system to monitor the system platform, system operation situation, data collection, processing, storage, distribution situation and user application situation, guarantee safety and stable operation, via configuration management for business processing, manage and control the business processing. Main functions include monitoring information collection, monitoring information storage management, monitoring information retrieval statistics and analysis, monitoring information releasing and display, business processing definition, business process control, user management, business configuration information management, etc.
