Guiding Comments on Meteorological Science and Technology Innovation System (2014-2020)

On November 4th, 2014, China Meteorological Administration (CMA) issued the Guiding Comments on Meteorological Science and Technology Innovation System (2014-2020), aiming to step up innovation-driven development strategy to meet the needs of modernization. Key tasks include implementing science & technology innovation project to make breakthrough on key R&D,  optimizing allocation of resources and fruits transformation, promoting opening-up and collaboration, improving mechanism and management, and strengthening appraisal and talent training.


The significance and goals of the Comments


Science & technology innovation is the key driving force of Chinese meteorological undertaking. Despite of remarkable progresses achieved in past years, there are still gaps in innovation and supporting capabilities to meteorological operations between domestic and international advanced levels. At the critical time of meteorological modernization and reform, it is imperative and significant to step up the construction of innovation system of meteorological science and technology.


By 2020, remarkable developments should emerge in key technologies, so that the gap between China and international advanced skills should be narrowed. Advances are expected to be achieved in fields of construction layout of basic conditions, resource allocation, research achievements transformation mechanism and the overall quality and innovation abilities of leading talents. In that time, the innovation system of meteorological science and technology which fits for the development requirements of meteorological modernization should be completed.


Implementing national science & technology innovation project


At breakthroughs of core science and technology, three major tasks are listed such as global high resolution data assimilation and numerical weather mode, meteorological information quality control and multi-source data integration and reanalysis, and sub-seasonal to seasonal weather forecast and climate system mode.


Key tasks under the Four Research Programs are emphasized such as forecast technology of high impact weather, mid-term forecast, climate change impact, environmental meteorological, next generation of weather satellite and radar, information collecting and data processing, and others.


Mechanism study and key field experiment should get proceeded to dig into the pattern of typhoons, storms, severe convections, floods, droughts and physical process of atmosphere in typical regions, such as the third Tibet Plateau Atmosphere Scientific Experiment.


The Comments also stresses to strengthen the construction of basic platforms of science & technology such as experimental fields, laboratories, high computing resources and others.


Optimizing allocation of science & technology resources


To focus on the three innovation projects, the Comments calls to reform the allocation of science & technology resources providing sound and steady support and insuring better implementation of key tasks.


The organizing and management of science & technology research are asked to improve such as program leaders, and finance management.


The Comments calls to enhance the capabilities of national level operational bodies on solving key and common technologies, capabilities of provincial operational bodies on technology development and fruits application, and the independent innovation capabilities of national level research institutes.


As an important part of institute reform, the China Meteorological Administration (CMA) will deepen the reform of the Chinese Academy of Meteorological Sciences to pool resources into key tasks and major studies and experiments.


CMA also emphasizes to adjust the layout of disciplines in specialized meteorological institutes, improve the role of key laboratories and engineering technology research centers and promote the provincial characterized research fields.


Promoting opening-up and collaboration


From the strategic view, the Comments requires to strengthen wide collaboration and the strategic partnership with Chinese Academy of Sciences, Tsinghua University, Nanjing University, Nanjing University of Information Science & Technology and others.


Through strengthening international exchange and collaboration, more high-level talents and advanced institutes are expected to participate in research of CMA.


The Comments also calls to promote regional collaboration in science and technology coordinating innovation.


Promoting application of research fruits


Evaluation should be based on the technological breakthrough and contribution. Assessments from third party should be considered as key factor in resources allocation.


Through the construction of test base in national level research institutes and team, more research fruits will be put into use. Appraisal system will be also reformed to promote the performance of science & technology activities and the application of fruits by systematic improvements. Focus will be also on incentive system reform, key researchers and staff will get better payment.
