This March 23th is the 55th World Meteorological Day with the theme "Climate Knowledge for Climate Action", aiming to call on the global society to act together for minimizing climate risks and preserving climate security.
As we know, climate is important and basic resources for human being and social sustainable development. The development of human society is the process of seeking and utilizing climate resources, and combating climate disasters. At present, people has reached wide consensus on understanding, adapting, utilizing and protecting climate and developing as the way of harmonious coexistence between human and nature.
World Meteorological Organization (WMO) has always boosted to provide meteorological and hydrological services, safeguard the environment, and to contribute to sustainable development since its establishment in 1873. IPCC released Fifth Assessment Report (AR5) in 2014 to point out that global become warming remarkably in near hundred years, more and more extreme weather events happen, and climate risks are worse so that global society to take active measures to address climate change. This shows climate issue has become higher-level development issues referring to policy-making, economy, environment, culture, etc, and linked to human being and national security.
China is in the monsoon climate zone. The climates of different areas vary widely, which are complex and changeable. Since the mid-20th century, China's climate changed remarkably. The average surface temperature increases 0.23℃ per ten years, which is nearly twice than the global warming process. The extreme weather and climate events such as heatwave, drought, rainstorm, and typhoon are on the rise. In the 21th century, the direct economic loss caused by meteorological disasters occupies 1% of GDP, which is 8 times as much as global average economic loss in the corresponding period. As the climate change and meteorological disasters risks become more serious and the relations between human activities and economic development and climate get closer and closer, China is facing great crisis and challenges on traditional and untraditional security issues including security of economy, food, water resources, ecology, environment and major projects, etc, in the context of the synchronously development of industrialization, information, urbanization, agricultural modernization.
The long-term study shows climate change has a long-term inevitable influence on development and security. The climate change has negative effects on many aspects of China. It affects the general food security negatively, resulting in the decrease of production of major crops including wheat, corn and bean; it makes the stream-flow of major rivers and streams drop or changeable, decreasing the utilization of water recourses and making imbalance of water supply and demand worse; it stimulates the process of soil erosion, ecology deterioration, species migration and so on, causing haze weathers frequently; it limits the development and utilization of wind energy and solar energy, affecting the production and transportation of energy resources; it challenges the production safety and operations of major strategic projects such as the Qinghai-Tibet Railway, Three Gorges Reservoir, South-to-North Water Diversion, West-East gas Pipeline, Three-North Shelter Forest and so on. The continued emission of greenhouse gases will lead to a warmer and warmer global climate in the future. Thus, the climate disasters risks and climate changes faced by China will be more serious.
Adapting to climate change, reducing the risk of climate disasters, and rationally using climate resources is of great strategic significance to protect national security and maintain sustainable economic and social development. It needs us to know more about the law of climate change, and pay great attention to climate security, which serves as an important part in the national security system. This is not only a crucial way to promote the overall national security concept put forward by General Secretary Xi Jinping, but an important guarantee to achieve long-term goal of China's economic and social development as well, and it is also the basis of ecological civilization construction and realization of "China Dream". Facing the challenges of climate change, we should respect and protect nature. Meanwhile, we should further promote the concept of climate security, increase energy conservation efforts, and take more action to adapt to climate change, in order to comprehensively enhance disaster risk management capabilities.
China is actively addressing climate change. This is a solemn commitment of the Communist Party of China and the Chinese Government. In 2013, China promulgated the National Strategy of Climate Change Adaptation. In 2014, the State Council approved China's National Plan on Climate Change (2014-2020), and pointed out to strive to achieve green development, low-carbon development, and cycle development. In November 2014, the U.S.-China Joint Announcement on Climate Change was published. It was a major marked achievement of China-US cooperation in addressing climate change, and embodied that China assume international obligations as a large developing country. The post-2015 sustainable development agenda will be discussed this year, a year that will conclude with the all-important COP21 climate change negotiations in Paris in December.
As a fundamental science and technology sector to address climate change, CMA will further perform government functions, strengthen climate monitoring and forecasting, impact assessment and scientific research, and accelerate the construction of China's climate service system for adapting to climate change, reducing the risk of climate disasters, and rationally using climate resources. Here, I appeal to the whole society to take active actions, attach great importance to climate security problems, and actively respond to climate change. We should vigorously promote the construction of ecological civilization, harmonious relationship between man and nature, and coordinated development of economy and environment, to realize the great rejuvenation of the Chinese nation.
