Recently, China Meteorological Administration (CMA) printed and released National Ground-based Meteorological Observation Automatic Reform Plan. The reform will be carried out in the form of pilot operation, national trial operation, and operational running.According to the Plan, by January 1, 2020, overall adjustment work of meteorological observation operation in national ground-based observation stations will be completed, which will realize optimal adjustment of observation projects, automation of artificial observation projects, or optimation of operatonal procedures, and accomplish ground-based meteorological observation automation.

At the outset of the 1990s, China has beefed up ground-based meteorological observation operational capacity building, and initially established operational procedures adaptable to current observation capacities.

From 2016, CMA has carried out preliminary pilot operations in 276 national ground-based observation stations of meteorological departments in 15 provinces (autonomous regions, municipalities). According to primary assessment, after this reform, modernization caliber of meteorological observation in China will scale the level of developed countries. Operational staff in meteorological observation stations will achieve transformative development, with their work focus geared to data application and better fulfill their functions in forecasting and services.
