China and Kyrgyzstan signs cooperative agreement in FY satellite services to provide support for scientific cooperation and disaster preparedness

On June 13, during Chinese President Xi Jinping’s national visit to Kyrgyzstan, representatives from both sides signed AGREEMENT BETWEEN THE CHINA METEOROLOGICAL ADMINISTRATION AND THE MINISTRY OF EMERGENCY SITUATIONS OF THE KYRGYZ REPUBLIC ON COOPERATION IN FENGYUN METEOROLOGICAL SATELLITE SERVICES.

The signing of this agreement aims to promote bilateral meteorological scientific cooperation to new heights, elevate FY satellites application level, improve disaster preparedness and reducation service capacity, and provide support for security and well-being of people from the two countries and the socio-economic development, as well as promoting regional cooperation, which marks a new chapter for the bilateral meteorological cooperation.

According to the cooperative agreement, both sides will conduct pragmatic cooperation in FY satellites data transmission, reception and sharing, satellite remote sensing application platform construction,FY products development and application, emergency support services, personnel training, and technical exchanges.

In recent years, both sides have seized the opportunity of co-constructing “Belt and Road”, deepened coordination and exchanges through multilateral frameworks like Shanghai Cooperation Organization, Meteorological Scientific and Technological Seminar of Central Asia, World Meteorological Organization, and pushed forward deeper bilateral pragmatic meteorological cooperation.

In October, 2015, representative from China and meteorological departments of Central Asia signed Urumqi Initiative. They have reached consensus in regional meteorological disaster preparedness, climate change research, and cooperative mechanism construction.They have set up Central Asia Center for Atmospheric Science Research, held 4 sessions of Meteorological Scientific and Technological Seminar of Central Asia, launched Central Asia meteorological website; co-built forest ecological meteorological monitoring station and all-factor weather automatic meteorological station of glacier, and conducted monitoring of mountainous regions, forecasts, and glaciers and tree rings climate research. In May, 2019, Kyrgyzstan registered to become a user of FYESM. In 2019, CMA will study and make custom-made meteorological service products on desert and sand for Central Asia countries like Kyrgyzstan.

In recent years, CMA has established Emergency Support Mechanism of FENGYUN Satellite (FY ESM) for countries along Belt and Road territories, positioned FY-2H satellite westward, and conducted multi-layered scientific personnel exchanges and cooperation in terms of satellite application. Currently, 98 countries and regions apply FY satellite data; 19 countries receive FY satellite data via CMACast; 29 countries have direct data reception stations for FY satellites; 24 countries have registered to become users of FYESM.
