On November 15-17, the first Fengyun satellite international user conference sponsored by China Meteorological Administration (CMA) and China National Space Administration (CNSA) was held in Hainan University, Haikou, Hainan province. Representatives and experts from over 30 countries and regions, World Meteorological Organization (WMO) and Asia-Pacific Space Cooperation Organization (APSCO) gathered together and exchanged in-depth discussions over promoting global integrated application of FY satellites and better serving countries and users along Belt and Road.

Ms. Liu Yaming, Administrator of CMA, Dr. Yu Xinwen, Deputy Administrator of CMA; Dr. Wu Yanhua, Deputy Administrator of CNSA, Liu Pingzhi, Vice Governor of Hainan Province, Dr. Zhang Wenjian, Assistant Secretary General of WMO, and Tillmann Mohr, Chair of International Strategic Consultative Committee on Chinese Meteorological Satellite Programmes attended the opening ceremony.

Ms. Liu Yaming remarked that to implement the spirit embodied in the key speeches made by Chinese President Xi Jinping on consolidating FY meteorological satellite international application and services, serve Belt and Road construction, CMA has carried out close-knitted cooperation with all parties and took measures like readjusting the global layout of FY satellites, establishing FY ESM, intensifying global sharing of satellite data, organizing technical training courses to push forward international and domestic application.

According to Ms. Liu, at present, FY ESM has 27 registered international users. Since 2013, nearly 200 international trainees have participated in training courses organized by CMA. CMA has also set up user support team and provided on-site and remote support for international users. In the future, CMA will continue to heed the demand of overseas users, and elevate the international application level and service quality of FY satellites.

Wu Yanhua stated that China was one of the earliest countries that have developed meteorological satellites, and FY satellites have become significant components of global observing system which served as a role model in Belt and Road construction. He hoped that through this conference, FY satellites could better serve global users.

Dr. Zhang Wenjian extended congratulations to China’s huge success in FY satellites. He said that FY satellites played an instrumental role in WMO observing system and have gave play to its increasingly important values. The development trend of FY satellites was highly consistent with the earth system concept proposed by WMO. He hoped that all countries could explore the application values of FY satellites and galvanize the socio-economic development.

Mr.Tillmann Mohr expressed that this conference focused on FY satellite application, provided a platform of mutual learning and exchanges for international users and experts, further ramped up FY satellite application level, and provided support for relevant capacity building of WMO, which would make a vital difference.

On this occasion, CMA donated reception facilities of FY-2H satellite data reception system to Kyrghyzstan and Mozambique during the event. National Satellite Meteorological Center (NSMC) signed strategic cooperative agreement with Hainan University to beef up satellite remote sensing research, application and cooperation.

During this event, representatives and experts from home and abroad carried out in-depth discussions over topics like global data sharing, application and services of FY satellites, international application demands, global weather watch and forecasting application, as well as global ecological environmental monitoring and application.

Up to date, China has successfully launched 17 FY meteorological satellites, with 7 in stable orbital operation. CMACast has provided over 100 kinds of satellite data and products for global users. (Nov. 21)
