Multi-hazard warning system of China plays its role in combating novel coronavirus

In face of the outbreak of pneumonia caused by the novel coronavirus, China’s meteorological departments have initiated emergency response, providing special meteorological services for the prevention and control of the epidemic, and are utilizing the National Early Warning Information Dissemination System, which is capable of reaching to grassroots communities and rural areas, to release all kinds of authoritative information.

As one of the member of the joint prevention and control mechanism, China Meteorological Administration(CMA) has set up a leading group of meteorological support for epidemic prevention and control, formulated a work plan, strengthened communication with other sectors, and rolled out meteorological service special reports and daily reports for epidemic prevention and control team and relevant departments.

Various measures are taken across meteorological departments nationwide to provide supports for combating the novel coronavirus. According to the local situation, meteorological departments at all levels initiated emergency response, formulated work plans, participated in joint prevention and control efforts of epidemic, offering refined weather forecast, climate analysis and prediction for key areas of the epidemic, and strengthened the release of early warning information.

In collaboration with related sectors, the National Early Warning Information Dissemination Center and other localities have given full play to the role of early warning information release systems,  to use multiple channels such as rural loudspeakers, SMS and new media to disseminate emergency messages, early warning information and scientific protection knowledge. From 8 a.m. of January 22 to 3 p.m. of January 31, the system totally released 3176 pieces of information about epidemic, including 7 pieces of early warning information, 66 pieces of defense guidelines, 2639 pieces of notification messages, and 249 pieces of science knowledge.

Usually, the system serves as an important role in making the multi-hazard warnings reach the last mile. Under the serious situation of epidemic, channels such as the rural meteorological loudspeakers also play very important role. Using rural meteorological loudspeakers, local governments can utilize the most ordinary language to call on residents to learn on the latest news and adopt the epidemic prevention measures.

Meteorological departments of Jiangxi utilize more than 3600 meteorological loudspeakers and electronic displays to broadcast the knowledge on epidemic prevention and control. Tianjin Public Emergency Early Warning Information Release Center, which is under the Tianjin Municipal Meteorological Service, joined hands with Tianjin Health Commission to open up the “green channel” for early warning information release, covering nearly 30 million person-time every day. Up to January 30, meteorological departments of Guangdong used meteorological loudspeakers to broadcast epidemic-related information for more than 20,000 times, releasing more than 370 pieces of epidemic information through Microblog and 104 pieces by Wechat.

In the epidemic center Hubei Province, a six-element automatic weather station was constructed by local meteorological service in 9 hours at 4 a.m. on January 25, which is located near Huoshenshan Hospital in Wuhan city. Wuhan Meteorological Service provides fixed-point forecast services for the construction of the Huoshenshan Hospital, which is to host patients in Wuhan. (Feb.1)
