Curriculum Vitae of Dr. Qin Dahe, Administrator of CMA

    Dr. QIN Dahe, ethnicity of Han, ancestry of Tai'an City Shandong Province, born in Lanzhou City Gansu Province in January 1947, is a geographer and research fellow, an academician of the Chinese Academy of Sciences (CAS) and of the Third World Academy of Sciences, and a member of the 10th CPPCC National Committee. He was the Vice President of the 7th National Youth Federation and a deputy of both 14th and 16th CPC's National Congress. He graduated from the Department of Geographical Sciences, Lanzhou University in 1970 and he received his PhD of science in 1992. He served as Deputy Director of the Lanzhou Institute of Glaciology and Geocryology CAS, Director of the key Laboratory on Ice Core and Frigid Environment, Vice President of the Lanzhou Branch of CAS, and Director General of the Bureau on Science and Technology for Resources and Environment, CAS. Currently he serves as the Administrator of the China Meteorological Administration (CMA), Secretary of the CMA CPC Leading Group and Director of the key Joint Laboratory on Cryosphere and Environment.
    Dr. QIN has long been involved in the scientific research on glaciology, cryosphere and global changes in particular. He has organized several outfield scientific expeditions in Antarctic, Arctic, and Tibetan Plateau and he has made a number of innovative findings. He made a systematic study of the "transformation" process of the Antarctic ice sheet and snow cover. Through a quantitative analysis, he summed up how snow evolves into glacier ice in terms of differential behavior at regional level. He made an in-depth study on the relationship between the physical and chemical processes and the climatic and environmental records for the snow cover of the Antarctic ice sheet. His findings on the distribution of stable isotope ratios in precipitation and its interactions with temperature, and on the sources and transport paths of moisture and impurities represent most wide-ranging and comprehensive outcomes on the Antarctic ice and snow in the international research communities, which have been recognized by national and international peers, enabling the Chinese Antarctic glaciology to be in the forefront internationally. He takes the lead in launching the experimental and observational studies on the contemporary processes of snow and ice and their biogeochemical cycles in western China, demonstrating the applicability of climate environmental indicators found in ice cores from mountains in China. His studies on glaciological changes, environmental variations and ice cores in Mount Qomolangma (Everest) reveal how the contemporary climate and environment evolve in this Earth's highest region.
    Dr. QIN is an active player in the scientific assessments within the framework of the Intergovernmental Panel on Climate Change (IPCC) as a member of IPCC Bureau. He has launched the "Assessment on National Climate Change and Environmental Evolution in Western China" and the "Research on Chinese Meteorological Development Strategies", which are of high profile, promoting the climate change research at national and international levels and contributing to the research on global changes. He presided the research on the Chinese Meteorological Development Strategies, an effort that leads to the concept of the "Public-, Security- and Resource-Oriented Meteorology". He actively advocates for interdisciplinary interactions and across agency collaboration, including sharing scientific data. He attaches great importance to the introduction and use of new technologies and techniques, as well as international cooperation in science and technology. In the context of international scientific programs (e.g. ITASE), he has contributed to the enhanced national visibility. He has built up scientific teams, composed of a number of outstanding and leading scientists of middle and young ages.
    Dr. QIN Dahe, who once served as Vice Chairman and later Chairman of the Standing Working Group on Glaciology under International Scientific Committee on Antarctic Research (SCAR), Vice Chairman of the International Scientific Committee on Snow and Ice Sciences, member of the International Glacier Society (IGS) Council. Currently he acts as member of the Executive Council of the World Meteorological Organization (WMO), Permanent Representative of China with WMO, Co-chair of IPCC Working Group I for the Fourth Assessment Report, member of the Scientific Steering Group of World Climate Research Program - Climate and Cryosphere (CliC), member of the Joint Commission on International Polar Year 2007-2008, Chairman of the Inter-commission Working Group on WMO International Polar Year 2007-2008, Permanent Vice Chairman of China National Committee on the International Geosphere-Biosphere Program, Vice President of the Qinghai-Tibet Plateau Research Association, Vice President of the China Quaternary Research Committee, Vice Councilor of the China Geological Society, President of the Postgraduate School under the Institute of Resources and Environment/CAS, member of the editorial boards of "China's Sciences" and "Chinese Science Bulletin", and editor-in-chief for the "Advances in Climate Change Research".
    So far he has had 256 papers, out of which 56 are SCI papers, and 12 works published. His findings have been cited in Glacier Physics, a well-known textbook in the international glaciological community, and in Nature and other SCI journals for 207 times, out of which 102 are non-self cited. He has won eight prizes and awards of provincial and ministerial level in science and technology, out of which two are First Award in Natural Science by the Chinese Academy of Sciences and two are Third and Fourth Awards in National Natural Science respectively.
Responsibilities in CMA
    Dr. QIN Dahe takes charge of overall affairs in CMA, with a focus on personnel affairs and human resources.
