Affected by a cold air, moderate or heavy snow occurred in most parts of Liaoning province from December 10 to December 11. It’s the first provincial heavy snow this winter. Up to A.M8:00, Dec. 11, Shenyang Central Meteorological Observatory issued one icy-road Yellow Early Warning and two snowstorm Blue Early Warning through the Internet, cellphone messages, television stations, and radio stations.  (Lichangqing, Fuxiaoyu Dec.12)
