Administrator of China Meteorological Administration expresses that China has entered the key period of typhoon influence, so typhoon prevention situation in China is not optimistic.     Zheng expresses that in the background of global warning, the situation of typhoon becomes more severe. Governments at all levels and all the relevant departments should further strengthen the sense of crisis and urgency of typhoon prevention. April 18, the 1st typhoon of this year named Noguri landed in Wenchang of Hainan Province. That has become the earliest typhoon landing China since 1949. Governments at all levels and all the relevant departments should draw lessons from the disasters in Myanmar made by the violent cyclone, and further strengthen the strategic policy of typhoon prevention, perfect the emergency system of it, enhance the relevant engineering measures, and attach impotence to monitoring and warning of typhoon. They should also make material and human preparations of disaster prevention, enhance the technological level and emergency and defense capacity, and try the best to minimize the losses of typhoon.

    Zheng stresses that we should stick to the basic rule of human-orientation and scientific defense, take effective measures to further enhance China’s typhoon prevention capacity. All the departments should cooperate closely to enhance the emergency management capacity of typhoon prevention and application ability of disastrous weather warning. Perfect the emergency plan of typhoon prevention and establish the warning-oriental emergency cooperation mechanism among all the departments. Establish and perfect a publish system which can quickly transmit the information of disastrous weather. Strengthen the foundation ability construction of typhoon prevention and local engineering measures of climate disasters.  Scientifically plan urban construction and comprehensively enhance typhoon prevention capacity of the local infrastructure.

     Zheng especially emphasizes that China Meteorological Administration will further strengthen the capacity construction of monitoring and warning of typhoon and the forecast capacity of typhoon track, intensity and influence scope. Strengthen the evaluation of typhoon’s influence and analysis of the conditions of how typhoon becomes disaster. Scientifically determine the different fortification criterions of typhoon prevention in different places. Strengthen the popular science propaganda of typhoon prevention to enhance the public’s sense of disaster prevention and reduction and capacity of self rescue and mutual aid. Reduce the public’s shock of disasters and maintain social order in disaster areas. (May 8)
