On June 30 China initiated its provincial green plan to fight climate change. The project aims to implement the “coping with climate change national plan of China”. By helping provinces make green plans or guidelines and perfecting the related organizations and establishments the project is to enhance the provincial ability to cope with climate change.
The project is jointly implemented by the United Nations Development and Programme (UNDP), National Developmemt and Reform Commission and China International Centre for Economic and Technical Exchanges and partly assisted technologically and financially by State Environmental Protection Administration, the Ministry of Finance, China Meteorological Administration, Norway government and European Commission.
The Norway government will be in charge of the compiling of the suggestion report of Inner-Mongolia, Shanxi, Liaoning, Ningxia, Qinghai and other 7 provinces in all. The EU will be responsible for other 7 trial provinces including Hei Longjiang, Shandong, Hunan, Hainan and Sichuan. The Norway government will make coping with climate change guideline for 20 provinces. The EU will carry out “the case study of the feasibility research for adaptation and slowing down of the climate change”. (July 2)
