The Office of General Affairs deals with general affairs involving secretary work, secret documents, archives, information and communication, publicity, security and logistic service for the CMA headquarters. Other responsibilities of the Office of General Affairs include the organization and coordination of the functioning of CMA headquarters; making arrangement for meetings; preparing and supervising the implementation of general work plans, reviews, and related policies and rules.
Department of Planning and Finance
The Department of Planning and Finance is responsible for preparing development strategies and plans of national meteorological services; providing guidance for the development of local meteorological services; reviewing plans of large and medium-sized meteorological development projects; coordinating the implementation and improvement of dual financial system of meteorological offices at various levels; managing state-owned assets and funds for meteorological services; compiling statistics of meteorological facilities.
Department of Personnel and Labor Affairs
The Department of Personnel and Labor Affairs is responsible for selecting and appointing officials of department level of the meteorological services across the country; handling staff and salary matters in CMA headquarters; preparing and supervising the implementation of human resources development strategies; providing guidance on personnel and labor matters to meteorological offices of all provinces, autonomous regions, municipalities directly under the leadership of the State Council and municipalities with independent budgetary status.
Department of Policies and Regulations
The Department of Policies and Regulations, established in 1988, performs the following functions: conducting studies on, formulating and supervising the implementation of principles, policies, laws and regulations on meteorological services; providing guidance on the enforcement of laws and regulations governing meteorological services; performing administrative reconsideration and responding to suits filed against CMA; carrying out public education on meteorological laws and regulations; providing interpretation and legal assistance on meteorological laws and regulations; organizing investigations and studies on major issues concerning the reform and development of meteorological services, and consequently advising on and supervising the implementation of responsive measures; managing soft science projects and projects on meteorological service development policies; providing guidance on the development of meteorological services and meteorological industries; performing macro-management of meteorological service market, and controlling and granting market entry permission to overseas meteorological service businesses.
