The terms of reference of the department are: 

    1.Preparing, adjusting and implementing the national development plan of meteorological observation network and meteorological information network; 

    2.Preparing and supervising the implementation of operational schemes of meteorological observing network and meteorological information network in meteorological service; 

    3.Responsible for the projects relevant to meteorological observing network and meteorological information network and responsible for the management and coordination of engineering work of these projects; 

    4.Establishing technical regulations, practices, standards, working procedures and quality control measures for information collection, transmission and data storage and their implementation; 

    5.Responsible for the preparation of functions and tasks of operations of meteorological observation network and information network run at meteorological services of different levels; 

    6.Responsible for the overall distribution of various observing stations comprising the national basic meteorological monitoring network; 

    7.Responsible for coordination with and provision of guidelines to the special meteorological observing networks outside of meteorological service; 

    8.Responsible for coordination and management of operational meteorological observation network and information network and their technical equipment within meteorological service; 

    9.Responsible for the technical development and innovation of operations and technical equipment associated with meteorological observing network and information network, and their nation-wide spread and training; 

    10.Responsible for the comprehensive management of operational technical support for meteorological observing network and information network; 

    11.Responsible for the management and supervision of national meteorological metrological work; 

    12.Responsible for the supervision and management of verification of meteorological equipment and the preparation of technical standards for meteorological equipment and the release and management of relevant license; 

    13.Responsible for the management and coordination of relevant radio frequency within meteorological service; 

    14.Responsible for the functioning of Office for Management of Import and Export of Machinery and Electronic Equipment of CMA and the administration of equipment support units directly under CMA; 

    15.Responsible for domestic coordination of activities of WMO relevant to the terms of reference of the department.
