The Department of Forecasting Services and Disaster Mitigation is one of executive organs of CMA. Its main responsibility is to supervise the operation of weather forecast, climate prediction and public good or welfare services. Its detailed terms of reference are :
1.To prepare and implement the development programs with respect to weather forecast, climate prediction, environmental and applied meteorology, and disaster mitigation;
2.To prepare operational technical systems on weather forecast, climate prediction, environmental and applied meteorology, and disaster mitigation and its related services;
3.Responsible for the issuance of nation wide weather forecast and warning over land and sea, short-term climate prediction, agrometeorological forecast, forest fire risk degree forecast, urban environment forecast and forecasts for other applications, and responsible for the emergency response to the nuclear accident and release of information on climate change implication assessment;
4.Responsible for the preparation and implementation of projects for providing special meteorological services to the Party Central Committee, State Council and its subordinate government departments;
5.Responsible for providing meteorological services to support the government decision making process with regard to disaster mitigation and reduction, for inter-area and inter-sectorial coordination in the provision of meteorological services for disastrous weather events; responsible for the daily operation of the Secretariat of National Committee on IDNDR and for the liaison with the State Headquarters for Flood Control and Drought Combat, Office for Forest Fire Prevention and Office for Emergency Response to Nuclear Accident;
6.Responsible for the provision of guidance for exploitation and protection of climate resources and preparation of national or regional projects for survey, assessment and zoning of climate resources;
7.To organize and examine the assessment of meteorological conditions for state major engineering projects, key projects for regional economic development and construction planning for cities and towns;
8.To organize atmospheric environment assessment and be responsible for the management of operational environmental meteorology and its future development;
9.Responsible for the administrative work for invigorating agriculture by applying meteorological science and technology and helping to eliminate poverty in rural areas and responsible for daily operations of and for liaison with the Office of State Council on Poverty Elimination and Development;
10.Responsible for organizing, coordinating, managing, supervising and implementing major projects regarding weather forecast and disaster mitigation and reduction in CMA; organizing some relevant major operational experiments and responsible for development, training and publicizing the new operations, technologies and new methodologies;
11.Responsible for the work related to IPCC and UNFCCC and responsible for domestic coordination of activities of WMO relevant to the terms of reference of the department.
