Department of Scientific and Technological (DST), an executive organ of the China Meteorological Administration (CMA), oversees the development of meteorological science and technology, the meteorological continued education and on-the-job training, the re-institutionalization of meteorological science and technology, the research and development, the awards and prizes, and the weather modification. 

    DST's terms of reference are: 

  1.Prepare development plans and programmes on meteorological science and technology; organize and guide the scientific and technological re-institutionalization in the meteorological field; 
    2.organize significant R & D projects and the extension and application of their findings; 
    3.coordinate meteorological R & D, collaboration and extension initiatives; 
    4.organize the review of a meteorological scientific and technological development strategy; 
    5.guide and coordinate meteorological education and training; 
    6.administer weather modification operations.
