The International Ministerial Workshop on Capacity Building for Early Warnings for All (EW4All) Against the Backdrop of Global Climate Change opened was held in Beijing on August 19, bringing together over 20 senior officials and meteorological experts from 8 countries, including Mozambique, Kenya, Sri Lanka, and Rwanda.

The 14-day program is structured around the overarching theme of climate change and the development of Early Warnings for All systems. It features a blended curriculum of classroom lectures, field visits, study tours, and interactive discussions. Key topics include MAZU-China Intelligent Meteorological Early Warning Solution, disaster prevention and mitigation policies and institutions, early warning system development, and risk management practice in China. Participants will visit Xiong’an Meteorological AI innovation Institute in Hebei to observe firsthand China's progress in operational early warning systems and AI-driven meteorological applications.

Ms. Igna Delva Francisco Macule, inspector-general of Mozambique's Ministry of Communications and Digital Transformation, noted that Mozambique is highly vulnerable to tropical cyclones, floods, and droughts. For her country, EW4All systems are not merely disaster response tools but a cornerstone of sustainable development, digital transformation, and the protection of lives and property. She expressed gratitude for China's sustained support in human resource development and voiced confidence that the workshop would help to enhance Mozambique's early warning capacity.

The workshop is organized by the China Meteorological Administration (CMA) International Cooperation and Training Centre (CMA ICTC). It aims to share China's experience and technological know-how with developing countries, contributing to collective progress in global climate governance.
