Recently, Shanghai Shentong Express' APP has added a service – a "technology + updated forecast" system jointly developed by the Shanghai Federation of Trade Unions, Shanghai Municipal Center for Disease Control and Prevention (SCDC), and the Yangtze River Delta Environmental Meteorological Forecast and Early Warning Center. This System can send real-time heatstroke risk information to the mobile terminals of 300,000 local couriers.
"In the past, notifications from the headquarters were often missed in group messages. Now, the pop-up windows from the APP are clear and eye-catching, making heatstroke prevention measures more convenient and operable," said Mr. YAO Xianyao, a courier of the Huangdu outlet in Jiading District, Shanghai.
The enterprise has established a three-level response system based on the system: at "yellow risk", adjust working hours and provide salt-containing drinks; at "orange risk", launch a rotation model of "30 minutes of work + 15 minutes of rest"; at "red risk", immediately terminate outdoor operations. Mr. GU Chao, Deputy Director of the Safety Committee of Shentong Express, explained the system's operation mechanism.
"The reminders sent directly to the terminals have also significantly improved the efficiency of emergency response." Based on the overall arrangement of the data system, all sites are uniformly equipped with first-aid medicines and cool-down drinks throughout the day, and established an emergency channel for heatstroke with community hospitals.
The successful implementation of the System stems from the accurate assessment of the protection needs of key groups. After long-term monitoring of weather and heatstroke, SCDC found that the average number of high-temperature days in the city during summer over the past 5 years has exceeded 30, so the pressure of heatstroke prevention and control has continued to increase. Among them, couriers and food delivery guys have become vulnerable groups to heatstroke due to long-term exposure to the outdoors, making their protection needs particularly urgent.
Led by the Shanghai Federation of Trade Unions, meteorological departments have carried out in-depth cooperation with disease control and platform enterprises. Specifically, the Yangtze River Delta Environmental Meteorological Forecast and Early Warning Center has deeply integrated high-precision meteorological forecast data with heatstroke monitoring data from the disease control center to build a localized meteorological forecast model for heatstroke. And Platform enterprises have developed a forecast module on their APPs. On this basis, meteorological departments have accurately pushed heatstroke forecast information and targeted protection guidelines to the mobile terminals of couriers, realizing point-to-point delivery of protection information.
In the future, the System will also be extended to more delivery platforms, striving to build a more sophisticated safety protection network for more outdoor workers.
