On the morning of December 6, local time, at COP28, a number of delegates and experts from governments, international organizations, universities, research institutes and the media gathered at a side event themed Strengthen Early Warning and Enhance Climate Change Adaptation Capacity in China Pavilion, to promote cooperation and sharing of experience on early warning and climate change adaptation, and to contribute wisdom to the implementation of Early Warnings for All Initiative of the United Nations and to enhance the capability of climate change adaptation.
During this event, Mr. ZHAO Yingmin, Vice Minister of the Ministry of Ecology and Environment, Dr. BI Baogui, Deputy Administrator of China Meteorological Administration(CMA), and Dr. Abdulla Al Mandous, President of the World Meteorological Organization(WMO)delivered speeches respectively.
Dr. Bi Baogui stated that climate change was a great challenge to the survival and development of mankind, and it is imperative to strengthen early warning and enhance climate change adaptation capacity. In recent years, China's meteorological disaster risk management capacity has been comprehensively improved. The direct economic losses in proportion of GDP caused by meteorological disasters have decreased year by year. Besides, the effectiveness of early warning of weather disasters and climate events has been remarkable.
China has also provided meteorological monitoring, forecasting and early warning services for other countries through the Early Warning Information Dissemination System and has established Emergency Support Mechanism for International Users of FengYun Meteorological Satellites in Disaster Prevention and Mitigation (FYESM). In the meanwhile, China has promoted the construction of Global Multi-hazard Alert System in Asia, thus contributing Chinese experience and method for the global response to climate change.
In the future, China will continue to enhance its capacities of monitoring and early warning of extreme weather and climate events, continuously improve the level of quantitative assessment of the negative impacts and risks of climate change, improve the construction of inter-departmental working mechanisms for disaster prevention and mitigation, enhance the modernization of meteorological services, and better respond to risks of climate change.
During the keynote speeches, experts discussed progresses in the implementation of climate change adaptation policies, climate change monitoring, assessment and early warning, and climate action.
