China is one of the countries most frequently affected by natural disasters, and is also home to the largest variety of such disasters in the world. The Chinese government and relevant departments have long been striving to achieve two key objectives in the context of natural disasters: the timely issuance of disaster warnings and the implementation of prompt and effective early response measures, with the aim of minimizing the adverse impacts of such events.Over time, China has developed a comprehensive system for the prevention and mitigation of meteorological disasters. The "GEARS" - Governmental Lead, Early warnings for All, Sectoral Linkage and Residential Participation - encapsulates the key characteristics and functions of this system, which is led by the government, based on early warning, incorporates sectoral linkages, and engages the public.

The China Meteorological Administration (CMA) is prepared to collaborate with the United Nations (UN) in the construction of an early warning system for all, employing a range of strategies. These include the dissemination of China's methodologies and experiences in early warning, as well as the facilitation of technical capacity-building among the National Meteorological and hydrological Services (NMHSs) worldwide. The objective is to enhance their capabilities in monitoring, forecasting, and early warning, ultimately benefiting humanity.
