Response to climate change

Source:China Meteorological News Press19-03-2020

Climate change is a shared challenge confronted by all humanity. Meteorological development of China will play a bigger part in response to climate change. China can pool global innovative meteorological scientific resources, and forge China’s new advantages in meteorological scientific innovation and modernization construction. In the meanwhile, China will serve Belt and Road Initiative, have in-depth participation in global meteorological governance, and proactively integrate into global innovative network.
However, meteorological development in China is confronted with myriad challenges and strains. It needs to forge ahead with supply side structural reform, enhance innovative capacity, ramp up scientific contribution rate, and elevate integrated scientific prowess.

CMA actively engages in the response to climate change
China Meteorological Administration (CMA), as a fundamental scientific department in response to climate change, has conducted a raft of fruitful work in terms of mechanism construction in response to climate change, global climate governance system construction, climate change adaptation work in China, clean energy development and use, and public awareness on climate change.
Under the auspices of the National Development and Reform Commission and the Ministry of Foreign Affairs, CMA has participated in the formulation of China’s overall climate change response strategy, planning and policy, and has also been involved in international climate change negotiations, as well as launching climate change outreach and education campaigns.
CMA gives play to the role of response to climate change, build capacity in adapting to climate change and tackling extreme weather events, and develop and utilize climate resources, and serve ecological civilisation construction. CMA also engages in multiple climate change research, and conducts climate feasibility verification.
Concrete work in terms of tackling climate change
31 provincial meteorological departments have formulated specific implementation plans, 29 departments have organized and optimized ecological meteorological remote sensing institutions. The social influence of national ecological meteorological bulletin, natural natural air anion bar, and national climate symbols has enlarged. CMA has played its role as the leading institutions domestically for Intergovernmental Panel on Climate Change (IPCC). China has released the Green Paper on climate change 2018. CMA also conducts observation and assessment of solar energy resources.
China has formulated its operational climate operations system, including climatic monitoring and diagnosis, short-term climate predictions, climate impact assessment, climate applications and service delivery, and exploitation and utilization of climate resources.

From July 15 to 26,2019, the 16th International Seminar on Climate System and Climate Change (ISCS) was held in Yunnan University, Kunming, Yunnan province.

CMA has established its climate prediction system combining statistical methods with dynamic climate models, making qualitative assessment of climate impacts on agriculture, water resources, transportation, energy, ecological environment and human health.
A series of popular science books on climate change have been published to raise public knowledge about climate change. CMA has produced myriad products in terms of response to climate change, like Monthly Climate Trend Prediction; Drought and Flood Trend Prediction; Annual Climate Trend Prediction; Monthly Climate Monitoring Bulletin; Monthly Climate Impact Assessment; China's Climate Bulletin on Drought and Flood; Seasonal Climate Monitoring Bulletin; Seasonal Climate Impact Assessment; Agrometeorology-based Annual Crop Yield Forecasts.

Future goals
CMA will reinforce climate change assessment, decision consultation, and adaptation work. It will conduct national climate change observatory, observation experiment base, and atmospheric background station construction, ramp up fundamental climate factors observation, analysis capacities, and push ahead climate change fundamental research and basic data construction.
CMA will strengthen climate resources utilization; serve green towns, sponge cities and smart cities construction;push ahead climate feasibility verification operational capacity and regulatory system construction; and provide better wind power and solar power refined assessment, prediction and warning services.
CMA will further engage in global meteorological governance system reform, advance economic globalization, showcase major country action in meteorological field and make contributions to the entire world.
