Formulating the planning of meteorological scientific and technological development; organizing and guiding the reform of scientific institutional structure of meteorological departments, and organizing major meteorological research projects and popularization and application of the proven research findings to meteorological operations; coordinating meteorological R & D, technical cooperation and popularization; organizing relevant work related to climate change science; organizing the public outreach and popularization of meteorological scientific knowledge; and undertaking the management of meteorological institutes.
