Organizing to formulate and implement meteorological disaster prevention planning, and participating in the central government decision-making process in case of meteorological disaster preparedness and mitigation; organizing emergency management in meteorological disaster prevention; being responsible for meteorological support for unexpected public security incidents; assuming the management of national unexpected public security incidents warning information release system; organizing and implementing the major meteorological services for the central government, the State Council and relevant departments, and providing meteorological support for nationwide breaking public events; organizing the specialized meteorological services for all walks of life and the meteorological services for key national  projects, major regional economic development projects, and urban and rural constructions; organizing to assess benefit from and satisfaction with meteorological services; formulating and implementing agro-meteorological and specialized-meteorological development plans; and managing the local weather modification operations.
