The meteorological administration has constantly strengthened the central position of scientific and technological innovation in the meteorological modernization and given the first priority to science and technology, keeping the strategic position of science and technology in meteorological undertaking.
China Meteorological Administration (CMA) has appropriated more than 80 percent of the total resource investment in the numerical predication, disastrous weather monitoring and forecast, climatic prediction and climate change impact assessment, refined agro-meteorological forecast and other key fields and critical junctures. The core technology breakthroughs in the critical fields have driven the leapfrog development of the meteorological services.
Excellent application results have been obtained in the R&D plan (project) implementation, best represented by the research plans of the weather, climate, applied meteorology and comprehensive meteorological observation. MICPAS has improved the weather forecast production efficiency by more than 100 times. It has been widely used in many sectors such as civil aviation, marine and water conservation and exported to 17 countries. The artificial precipitation technology and integrated application have been promoted in the drought and semi-drought area of North China, effectively reduced the uncertainty of artificial precipitation and made remarkable economic benefits in the drought mitigation and reservoir storage increase.
The independently developed new generation multi-scale global data assimilation and numerical prediction system has been put into trial run, and narrowed the gap between China and the developed countries. Fengyun meteorological satellites calibration, radiometric calibration and ground application system has come up to the world leading level, which have made important breakthroughs in the ground automatic observation technology and broke the monopoly of foreign countries in core technologies of the high-end meteorological detection equipment. The independently developed coupled global carbon cycle climate system has reached the world level of the climate systems of the industry.
CMA has enjoyed a strong upward trend in the academic influence with technological results exported to nearly 3,000 universities and research institutes from more than 130 countries and regions, and established cooperative ties with more than 810 universities and research institutes from more than 50 countries and regions.
With the scientific and technological research projects, the pacemakers and innovation teams of meteorological science and technology have made great progresses and built the technological innovation teams with concentrated strengths. CMA has encouraged young technological professionals to grow better in innovation practice with the project support, young talent fostering and other measures.
Today, CMA has set up a meteorological technology innovation system consisting of the state-level research labs, national and departmental key labs, provincial meteorological research institutes, state-level and provincial meteorological business units, enterprises and relevant universities and institutes. The innovation players have enforced cooperation and played a critical role in research and development, modern meteorological business system development, and offering technical support for the meteorological modernization.
