The 60th session of the Intergovernmental Panel on Climate Change (IPCC) was held from January 16 to 19 in Istanbul, Türkiye. This is the first plenary session organized by the IPCC Bureau for the Seventh Assessment Report Cycle, which has attracted widespread attention.
Mr. XIONG Shaoyuan, Deputy Administrator of China Meteorological Administration (CMA), led the Chinese delegation in attending this event. The Chinese delegation was comprised of representatives from the Ministry of Foreign Affairs (MFA), the National Development and Reform Commission (NDRC), the Ministry of Ecology and Environment (MEE), and Chinese Academy of Sciencesthe National Climate Center (NCC).
What role has China played incontribution to the IPCC scientific assessment?
Climate change is a major global challenge of universal concern to the international community. IPCCis recognized asan important scientific platform for the international community to address climate change. China has participated in all plenary and bureau sessions of the organization over the past 35 years, elaborating onits basic position on the scientific assessment of climate change and reflecting the views and suggestions of the Chinese government on major issues. At the same time, we have actively recommended outstanding Chinese scientists for the preparation of assessment reports as a lead author (LA) or a contributing author (CA), who objectively reflected Chinese researchfindings in the reports. By sending feedback to the IPCC Secretariat the comments from the Chinese expert and government reviews, moreover, we have made important contributions to the scientific, comprehensive and objective assessment of climate change.
Over the past 35 years, Chinese scientists have been elected as Co-chair of IPCC Working Group I (WGI) for five consecutive times, and hundreds of Chinese scientists have participated in the preparation and review of IPCC assessment reports, special reports and methodology reports. China'sactive participationinand outstanding contribution to the IPCC scientific assessment are rated asa good example of China's in-depth engagement in global climate governance with Chinese experienceand practice in an effort to build a community with ashared future for mankind.
What is China's vision for the Seventh Assessment of the IPCC? How can it contribute?
China has always given priority to tackling climate change. It has put in place the "1+N" policy systemfor carbon peaking and carbon neutrality, with positive progress made in climate change mitigation and adaptation. Meanwhile, China has actively and constructively participated in global governancein this connection, promoting the multilateral co-operationinclimate change process to meet itschallenge. In response to the United Nations' Executive Action Plan 2023-2027 on Early Warnings for All, the Chinese government hasconducted in-depth research on early warningsystemand taken various measures to promote the construction of a fair, reasonable and win-win global climate governance.
Facing the common challenge of intensifying climate change, better scientific and technological support is needed to scientifically advance the process of addressing climate change. China will strengthen top-level design and overall coordination in AR7 to facilitate cross-sector, cross-field and interdisciplinary research, with the support of which we will be able to contribute the perspectives, achievements and experience of Chinese scientists in climate changescience to the international community.
By aligning itself with major climate change related scientific and technological needs, CMA will consolidate and strengthen the ground-sky-space integrated comprehensive monitoring capacity, thescientific and technological linkages and partnerships within and outside the sector, the scientific assessment of key and sensitive areas of climate change, expanding the research in depth and breadth to produce a greater number of scientific and technological innovation results as a greater contribution to climate change adaptation and mitigation.
China is willing to work with developing countries and Belt and Road Initiative (BRI) partners to provide more comprehensive and integrated scientific informationontacklingclimate change. Also, AR7 is expected to deliver a more scientific, objective and comprehensive scientific knowledge to the international community as scientific and technological support for the interventions for this purpose.
