On December 29, 2023, annual report on actions to address climate change (2023) (hereinafter referred to as the green book) was released in Beijing, China.
The green book, which is an authoritative annual publication jointly compiled by experts of CASS and CMA together with front-line scholars in the field of climate change in China, makes important contributions to China’s ecological civilization drive, green and low-carbon transformation, and participation in global climate governance.
Focusing on an active and sound pursuance of carbon peaking and carbon neutrality, the green book presents an in-depth analysis of the new situation faced by the international and domestic responses to climate change, and demonstrates China's policies and actions from different aspects.
It is stressed therein that in the context of global climate change, the sustainable development of human society is confronted with unprecedented challenges, there being a long way to go to realize the goals of the Paris Agreement. It is the climate crisis and the global transition to green development that command the broadest global consensus.
China has scored advances on many fronts in an active and sound pursuance of carbon peaking and carbon neutrality. The "1+N" policy system, which has been formulated and constantly bettered, guides local governments, cities, sectors, enterprises and the public to take proactive action. As a result, synergy will be built up over time for the whole society to implement the dual carbon goal.
