Since April 18, heavy precipitation and severe convective weather emerged in South of the Yangtze River Region, South China and other places, coupled with overlapping precipitation areas. The cumulative rainfall in some areas was huge, accompanied by thunderstorms and gales, and hail. The China Meteorological Administration (CMA) activated level three emergency responses at 8:30 am on April 18.
CMA has attached vital significance to the prevention and response work, calling on meteorological departments to actively reinforce monitoring, forecasting, and early warning, keep tabs on key time spans and areas, and deliver meteorological services for flood prevention and disaster relief work in a progressive manner.
On April 20, the Beijiang River in the Pearl River Basin experienced the second flood of 2024. CMA and the Ministry of Water Resources jointly issued the second mountain torrents disaster meteorological risk warning, and jointly released the geological disaster meteorological risk warning with the Ministry of Natural Resources. Besides, CMA and Ministry of Agriculture and Rural Affairs, continued to issue farmland waterlogging disaster risk warning on April 20.
Meteorological departments in Guangdong province have activated level two emergency responses to tackle this weather process. As of 14:00 on April 20, meteorological departments at all levels in Guangdong have issued 235 warning signals of rainstorm, 189 warning signals of thunderstorm and gale, adopted "call and response" mechanism 49 times for red warning of rainstorm, and sent 2,547 decision-making meteorological service SMS messages to the decision-making personnel in Guangdong, and 889.9 thousand people in total. Guangdong Provincial Meteorological Service, together with Department of Emergency Management of Guangdong Province and Department of Natural Resources Guangdong Province, released early warning information for mobile phone users in the whole network of 21 cities in Guangdong.

Guangxi Meteorological departments in promptly activated level four emergency responses for rainstorm, and delivered progressive and tailored meteorological services via the "11631" model. Guangxi Meteorological Service issued and sent "3-hour" refined real-time forecasting information, and adopted "call and response" mechanism 310 times to alert personnel responsible for flood prevention at all levels. Guangxi Zhu Autonomous Regional Meteorological Service joined hands with local departments of Natural Resources, and Water Resources to issue 4 meteorological risk warnings for geological hazards and mount floods; provided traffic weather forecast for the traffic police and departments of highway management, and delivered special weather services for spring farming and sowing for departments of agriculture and rural affairs. From April 19 to 21, Guangxi emergency warning information release system have released a total of 856 early warning SMS messages, reaching 16.41 million people, and 32,570 warning issued via loudspeakers.
The National Meteorological Centre (NMC) strengthened weather consultation and diagnosis. The National Satellite Meteorological Centre (NSMC) has provided FENGYUN-4B meteorological satellite monitoring products to keep tabs on the development and movement direction of convective clouds on a real-time basis. CMA Meteorological Observation Centre (MOC) has given play to the role of the integrated meteorological observation product system (Tianheng and Tianyan), and rolled out monitoring products of heavy precipitation, severe convection, lightning and gale in Guangxi, Guangdong, Fujian in real time.
