Meteorological services delivered in Tianjin to gain 5-hour window of opportunity for cruise to take shelter from the gale

On April 14, in Tianjin International Cruise Home Port, a giant silver wheel moored off  the dock. Just on day before, this cruise with over 2000 people onboard had an intense encounter with gale and waves.

According to meteorological monitoring data, late on April 11, west-northwest winds of scale 8-9 and gusts of scale 10-12 appeared in central and western waters of the Bohai Sea. At that moment, the "Dream" cruise that was scheduled to dock at 06:00 on the April 12 was forced to stay at the anchorage.

In order to ensure the safe entry of the cruise, Tianjin Municipal Meteorological Service immediately launched the emergency mechanism.

On April 12, Binhai New District Committee and the district government inquired about the coastal wind condition on the arrival time of the "Dream" cruise with meteorological departments. Subsequently, The municipal and district meteorological departments quickly delivered coordinated services, Tianjin Central Observatory for Oceanic Meteorology and Binhai New Area Meteorological Office set up a service work panel and timely conducted weather consultations, analyzing the weather from the anchorage to Dongjiang Port.

At 10:30 on April 13, Tianjin Central Observatory for Oceanic Meteorology organized Tianjin Maritime Safety Administration and Binhai New Area Meteorological Office to hold a special joint meeting, combined with vessel AIS dynamic information, relying on Tianjin marine meteorological integrated platform, based on real-time wind monitoring and comprehensive analysis of hour-by-hour smart grid rolling correction products, to offer a forecast conclusion. This also means that forecasters have opened a five-hour "window" for the 10,000-ton cruise to return in advance.

Meteorological departments of Tianjin have continued to track meteorological conditions in real time, delivered forecasting and early warning services based on key waters and routes, issued strong wind warnings and risk warnings for sub-sea areas and time segments, and rolled out hour-by-hour intensive real-time condition and forecasting service products for the cruise.

In accordance with the conclusion of the weather consultation and the service delivered by meteorological departments, the Tianjin Maritime Safety Administration coordinated the deployment of the channel in a science-based manner and made the decision that the cruise would enter the port at 14:30.

At 14:30 on April 13, according to meteorological monitoring, the wind at the anchorage dropped to level 8, meeting the navigation conditions. Then, "Dream" cruise blew the horn, slowly adjusting the course. At 17:15, it successfully docked.

At 19:00, the sea surface wind intensity augmented to level 9 again as predicted, and the gust in the Dagukou channel reached scale 11. At this time, the berthing service has been successfully completed, and the accurate forecast ensured the safety of the "Dream" cruise back into the port.
