Dr. CHEN Zhenlin: China’s Practice in Meteorological Early Warnings

Dr. CHEN Zhenlin, Administrator of China Meteorological Administration (CMA) introduced that in the field of early warnings, the Chinese government has developed China's systematic approach to meteorological early warnings: government-led, warning triggered, cross-department coordination, and public participation.

A disaster prevention and reduction system covering all sectors of society and extending vertically to villages, communities and individuals has been established, giving full play to the role of meteorological disaster prevention and reduction as the first line of defense.

In the government-led aspect, the Chinese government has formulated a series of disaster prevention and reduction policies, regulations, standards, systems and plans to assist governments and relevant departments at all levels to carry out meteorological disaster prevention and reduction work in an orderly manner through early warnings. At the same time, the national strength is pooled to push forward first National Comprehensive Survey on National Disaster Risk, so as to provide authoritative information and scientific decision-making basis for effective natural disaster prevention and control.

In warning triggered aspect, monitoring is the foundation. China has set up an air-space-ground integrated meteorological observation system, which can realize rapid tracking and positioning of meteorological disasters.

In terms of cross-department coordination, meteorological early warnings are included as one of the starting conditions of emergency response. In the practice, China has also created an effective mechanism, namely, the high-level early-warnings "call and response" mechanism. That is, when a major disaster is about to occur or has already occurred, and is highly likely to trigger a major disaster, meteorological departments will provide "point-to-point" warnings to government leaders, heads of disaster-involved departments, and people in charge of disaster prevention and mitigation at the grassroots level.

Of course, meteorological disaster prevention and reduction requires the response and coordination of the whole society. In terms of public participation, China has gradually established a mechanism for suspending school, work, production, operation and business in high-risk areas and highly sensitive industries under extreme weather under the guidance of an emergency response mechanism led by meteorological early warnings. In the meanwhile, nearly 400,000 meteorological information personnel have been trained to work in schools, rural areas, enterprises and communities, which has effectively enhanced the whole society's capacity for disaster prevention and mitigation.

In the future, CMA pledged to continue to respond efficiently to global and regional extreme weather and climate events, strengthen capacity training, promote the development of Global Multi-Hazard Alert System in Asia, and coordinate relevant strengths to jointly develop an early warning supporting system based on the cloud platform.
