In order to mitigate the effects of meteorological disasters, the Chinese government has implemented a series of measures, including conducting a natural disaster risk survey, strengthening the construction of an early warning system, improving emergency response and rescue capabilities, and enhancing education on disaster prevention and mitigation. At the same time, Chinese meteorological Services at all levels are actively carrying out meteorological research and technological innovation to improve the accuracy of meteorological forecasts and predictions and the timeliness of early warnings, so as to provide a scientific basis for responding to disasters.
Our experience, accumulated over many years, encompasses a range of areas, including: (1) the provision of data, information and scientific evidence to support the prevention, control and mitigation of disasters. This has involved the undertaking of a comprehensive national risk assessment of natural disasters. (2) the establishment of an integrated observation system encompassing the atmosphere, land and oceans, and the development of an operational forecasting and prediction system for global meteorological elements, severe weather events and their impacts, based on a seamless numerical weather prediction model. (3) an early warning issuance and dissemination mechanism that is linked at national, provincial, municipal and county levels. (4) the normative documents on disaster prevention and mitigation of 31 provinces (autonomous regions and municipalities) across the country that provide legal and institutional safeguards for the defense against meteorological disasters at the national, provincial, municipal and county levels.
