Prof. Petteri Taalas:reaching the goal of Early Warnings for All

The Chinese government has been allocating proper resources for meteorological activities. And I'm convinced that this investment has been a wise one. China is exposed to various kinds of disasters and that's why it's important for you to invest in meteorological services.

Now I'd like to tell you what we know about this early warning services for all,which is one of our key initiatives for the coming years.

World Meteorological Organization (WMO) is a very special organization because we are dealing with concrete action and rely on data and know-how. We have carried out major reforms in the past years. We have engaged more science community and water sector in our work.

The World Economic Forum is estimating every year which are the biggest risks for the global economy during the coming 10 years. The results show that in two years' scale, natural disasters and extreme weather events rank 2nd biggest risk and in ten years' scale, failure of climate change adaptation rank 2nd biggest risk. So the meteorological issues that we are dealing with are also very economically important.

In March 2022, the United Nations Secretary-General, António Guterres, announced the UN would spearhead new action to ensure every person on Earth was protected by early warning systems within five years. The WMO was tasked to lead this effort and present an action plan to achieve the goal at the UN Climate Change Conference in Sharm El-Sheikh, COP27.

At the moment, only half of our 193 members are protected by proper early warning services. That means that when a high impact weather event comes, the damage is much higher in those countries and so are economic losses and human losses. And early warning is also a very powerful way to adapt to climate change.

At first,we have to deal with the gaps in the basic observing systems. We have gaps in the surface observations and upper-air soundings. Especially Africa is lacking upper-air measurements. We have seen an increase of heat waves and heavy precipitation,but we have also see lots of areas where we are not sure if the weather has statistically changed due to lack of data. These data gaps are having also negative impacts on basic environment.

We also release climate reports. We have created a new initiative to better monitor the budgets of the greenhouse gases. Satellite data and models are used to monitor what was really happening.
